Project Engineering Manager (Railway Signalling)

Job title: Project Engineering Manager (Railway Signalling)
Location: Wiltshire with 2 days / week in London
Rate: Up to £450 / day (limited company contractor)

Joining an existing project team, the Project Engineering Manager will direct the activities of the project teams to achieve the maximum project throughput from the resources available.
The successful candidate will hold the following responsibilities:
* Monitor the progress of works and ensure that the development, design construction, testing and financial targets are met and effect remedial action where required.
* Ensure that the technical and safety standards are maintained in all aspects of signalling design, installation and testing work in order that successful project implementation and future reliability is achieved.
* Direct the preparation of contract specifications for major signalling projects, evaluate quality and technical accuracy of tenders and make recommendations to obtain the best available deal for the Company.
* Maintain a continuous communication with Sponsors, Projects Managers and functions in all areas requiring an interface in the development and implementation of projects to ensure a uniformity of purpose and common targets.
* Participate in planning and programming of resources to meet the requirements of allocated projects.
* Forecast the resource requirements necessary for allocated projects in sufficient time to ensure that they can be provided.
* Identify the required budget provision for allocated projects/sub projects to enable target dates to be met.
* Safety responsibility in terms of Health and Safety legislation, Company procedures including development of the Project Safety Plan.
* Personal and technical development for direct reports.
The ideal candidate will hold a relevant degree (or equivalent experience), ideally in Electrical Engineering, and will be a Member of the IRSE. He/she will have extensive experience in aspects of the Signal Engineering design/construction activities together with sound knowledge of current investment processes and project safety requirements.
Preference will be given to candidates also able to demonstrate the following:
* Knowledge of contract conditions.
* Experience appropriate to level of project.
* Management qualification.

Railway Signalling Design Engineer

Job Title: Contract Railway Signalling Design Engineer
Rate: Up to £50 / hour (limited company contractor)
Location: Birmingham

The Design Engineer, depending upon experience, shall be able to carry out design and design production checks on Signalling systems as instructed by more senior Engineers, developing through the range of standard trackside equipment to more complex conceptual design work. The successful individual will be require to produce and production check to the required quality and safety standards; estimates, plans, designs and engineering details for Signalling schemes. Engineer or modify Signalling systems in support of the safe implementation of projects as directed by the Lead Design Engineer.
Key Duties Include:
* Carry out design and design production checks on Signalling systems as instructed by more senior Engineers.
* Provide functional support and guidance to the Assistant Design Engineer(s) within the team on all aspects of Signal Design within allocated projects.
* Assist in the preparation of technical details, specifications and tenders for Signalling projects.
* Ensure technical and safety standards are maintained in all aspects of Signalling system work as instructed.
* Discharge safety responsibilities in relation to CDM Regulations, Health and Safety legislation, company procedures and standards.
* Perform duties as directed, from time to time, by the Lead Design Engineer in connection with Signalling design activities.
* Carry out testing and commissioning of Signalling systems as instructed by more senior Engineers.
* Manage own budget/allocated hours for given tasks.
The candidate will be able to demonstrate the following:
* Holds HNC/HND or equivalent.
* Hold or be working towards IRSE Designer license.
* Good communication and computer skills
* Holder of Personal Track Safety card.
* Good time, task and people management skills.
* Membership of IRSE or other relevant Engineering Institution.

Project Engineer - Automatic Train Control

Job Title: Project Engineer - Automatic Train Control
Salary: Up to £45,000 p.a.
Location: Wiltshire

This organisation is a multinational leader in delivering state of the art railway control and communication solutions. They are looking to recruit an ATC Project Engineer to work on a new signalling system. This engineer will be involved in liaison with suppliers and customers to agree technical requirements, as well as, installation and testing activities. They will also be involved in planning and the resolution of complex interface issues.
The Project Engineer will be required to perform a variety of different tasks as the project progresses through its lifecycle. The Project Engineer will be assigned tasks by the Project Engineering Manager or one of the Management Team. Their responsibilities are defined below. The tasks assigned will be dependant on the abilities and development needs of the Project Engineer.
Specific Tasks:
* Delivery of the ATC system deliverables to the project in terms of technical solution, programme and budget
* Technical Scope management and Change control within the range of scope or changes authorised by the Project Manager (PM)
* Correct processing of design changes in accordance with the Project change management procedure
* Drawing to the attention of the PM any scope deviation, growth or technical change requested by the customers personnel that has not been passed through the PM
* Contribute to technical threat and risk reviews
* Interface between all Project design disciplines and co-ordination with other internal engineering groups
* Configuration Management of all Technical Document in accordance with Company Management System
* Assist in the production of the handover process, including all operational and maintenance requirements and spares Listings
* Ensuring that the work is progressed in a verifiable and reportable manner
* Applying formal Requirements capture and analyses process for interface requirements specifications
* Production and review of ATO/ATC design, installation and testing specifications and Operating and Maintenance Manuals
* Analyses of mathematical models and dynamic simulations of train behaviour
* Specification and validation of spatial, physical, electrical and functional interfaces and environmental and dynamic behavioural requirements
* Specification and management of interfaces between the various products in the signalling and train control system.
The ideal candidate will be degree qualified in an appropriate engineering subject and will hold membership of a relevant body. He/she will have sound knowledge of ATC systems together with experience of testing such systems. They will, ideally, also be able to demonstrate most of the following skills / experience:
* Metro project experience
* Hardware and software design experience
* Modelling and simulation
* Moving block versus fixed block operation
* Domain Knowledge with operator involvement
* Experienced in working with suppliers
* Experience Team Leader
* Working in a multicultural and multidisciplinary team

This market leading organisation is seeking an experienced engineer / manager to lead the effective delivery of offshore work packages for all rail projects in all locations, ensuring that offshore design is delivered on time to the required quality and within budget.
Reporting to the Head of Design Engineering, the successful candidate will hold the following responsibilities:
* Develop and implement standardised and simplified processes to ensure an effective interface (the timely transfer, execution and delivery of work) between the business units and the offshore design office, which maximises productivity and negates duplication and ambiguity
* Contribute to the ongoing development and continuous improvement of design processes in the offshore design office.
* Ensure the delivery of work packages to specification meeting the project objectives within the agreed timescales and budget.
* Interface with functional management to define and mobilise the necessary resources required for the execution of the work package.
* Monitor progress to programme, and budget and maintaining a high level of utilisation.
* Establish a process to monitor and report work package progress and status and manage this reporting.
* Ensure that appropriately skilled employees are attracted, retained and motivated in the offshore locations; participate in recruitment process where appropriate.

Ideally you will also be able to demonstrate the following skills and abilities:

* To provide electrical and power technical support to project teams.
* Act as Contractors Responsible Engineer (CRE) for power or project engineer on allocated schemes of work.

* Monitor the company's contracts involving electric and power ensuring they are technically compliant with relevant Group and Company standards.
* Act as technical contact and liaison with clients and sub-contractors in order to resolve outstanding technical issues.
* Produce regular reports on the power project scope performance.

* Carry out risk assessments.
* Support regular technical / safety briefing of all relevant staff.
* Support the review new/altered electric and power documents to consider impact on the business.

The successful candidate will, ideally, be qualified to degree level in an appropriate engineering subject and will be a Member of the IET, working towards CEng status. He/she will have an in depth knowledge of railway construction methods / materials used and MUST be capable of holding CRE status.
